The declining trend in non-tax revenue is a reflection that the country’s economic landscape remains volatile, a Blantyre-based tax analyst has said.

Tax analyst Emmanuel Kaluluma, who is senior tax consultant at EK Tax Consultants, said this in reaction to an analysis by the World Bank report which shows that non-tax revenue as a percentage of gross domestic product (GDP) has been dwindling since 2016/17 fiscal year.

Ministry of Finance, Economic Planning and Development says it is reviewing old double taxation agreements with other countries.

This follows concerns from tax justice campaigners who say that double taxation agreements Malawi signed with other countries compel multinationals to use them for tax avoidance.

�The campaigners, supported by ActionAid and partners, interested in fair and progressive taxation regime, have argued that Malawi has weak taxation frameworks whose loopholes are providing opportunities for tax avoidance

Property tax reform increases municipal revenue in Mzuzu, Malawi

Mzuzu is the third largest city in Malawi. Before 2013, it collected very little property tax per year: K50 million ($68,000 USD) on average. However, with the implementation of the ReMoP property tax system, revenues have increased seven-fold to over 350 million in 2018, which has allowed the city to improve services including garbage collection, street lighting and road grading significantly.

Treasury records K79.8bn deficit in q3

Treasury recorded a deficit of K79.8 billion in its budget operations in the third quarter

(January-March) of this fiscal year, figures from the Reserve Bank of Malawi (RBM) show.

Figures contained in the March 2018 Monthly Economic Review show that Treasury recorded a

deficit of K13-9 billion in January while in February and March, the deficits were recorded at

K39.6 billion K26.3 billion, respectively.

Malawi Revenue Authority beating targets | The Times Group: "Revenue collection is still continuing a positive trajectory with the Malawi Revenue Authority (MRA) beating its collection target for December 2016 by about K6.1 billion.

Cumulatively, MRA has been able to collect K377.08 billion in the first half of the 2016/17 fiscal year against a target of K339.15 billion. This translates to an excess of K37.93 billion.

MRA has attributed the good performance to strong performances in tax lines including, Pay as You Earn (Paye), Fringe Benefit Tax, Provisional Tax, Import Duty, VAT and Excise Duties."
